Welcome.
On behalf of the EPF I wish delegates and guests welcome to the 2010 European General Assembly.
I want to thank
the organiser, by the meet director Robert Ericsson and the Swedish PF as well
as the local organizer, for inviting us to Kφping.
I am looking forward to a pleasant stay and a very well organised championship.
European Championships 2009.
A lot of hard work and good planning created European championships of good technical and social standard in 2009. Statistics show that all together 808 (*744) lifters took part in European championships in year 2009 which is 64 lifters more than the year before and 129 lifters more than in 2007.
It is a high standard on European lifters and Antonietta Orsini from Italy and Jaroslaw Olech from Poland were awarded European lifters 2009.
European championships 2009 were organised in:

· La Louviere, Belgium. (Benchpress Masters) 132 (*151) Men and 46 (*44) Women
· Sandnes, Norway (WEC) 25 (*35) Men and 16 (*25) Women

In year 2009, EPF made 116 doping tests at European championships. This means that about 15% of all lifters were tested and 2 lifters tested positive and are suspended for two years.
The low number of positives is encouraging and mirrors the work done primarily by WADA and IOC to push all nations to establish national antidoping systems according to WADA specifications.
When WADA was established in 1999 by the 12 largest World sport federations, IPF was one of the very first none IOC recognized federations that became WADA certified. Later all world sport federations, that want to be taken serious by GAISF and IOC, have become WADA certified.
IPF started
the fight against doping abuse in about 1980 and the first international doping
control was made at the Open Worlds in Calcutta in 1981. This test unveiled that
use of anabolic stimulants probably were widespread as about half of the tested
lifters were positive. However, the tests were set aside due to procedure
error. But from that day IPF and also EPF realised that the health and the
moral of our athletes have the highest priority and declared that fair play
without using any artificial banned substances and a high ethic standard is the
only future for our sport. Anything else will destroy all our work to make
powerlifting a respected and sound sport.
Most of our members comply with the EPF ethic norms but the birch behind the
mirror meaning the ADAMS system (Antidoping Administration & Management System)
and national and international OCT tests are effective systems to both deter and
unveil doping abuse.
The fight against doping abuse will not stop and has the highest priority within EPF.
High standard on European lifters.
I like to express my congratulation to all European medallists at World championships and World Games 2009.
European lifters won 15 out of 24 medals at the World Games and impressive 46 medals out of 57 at the Open Worlds.
Also European Junior and Master lifters won a high number of World medals last year.
This great progress is a result of hard work by the athletes but also a big credit to European coaches and training systems as well as the leadership in national clubs and federations. You should all be very proud of this success.
New visions and strategic planning.
The EPF
officials, elected by the GA, are mandated to carry out the activities between
the yearly GAs but they are also the working administration to make up plans
for the future meaning strategic planning. Throughout the last years and for
the future the following items have been or are on the strategic list:
1.
Planning and
conducting doping controls at every European championship.
Contracts are worked out by the EC and are filled in by the organizer and the
people conducting the controls. Transport and analyzes of the doping samples
must be organized and any positive samples need to be followed up. This is an
ongoing work for each European championship.
2.
Improving the
over all standard of European championships.
The EC have worked out
The Promoters Contract and The Organizers Checklist which shall be signed,
adopted and followed by the organizers.
Further, the EC have focused on the conditions in the warming up room, the
victory ceremony, the accommodation, the transport etc. to better the overall
standard.
3.
Working out a new
logo.
The EPF logo is a
symbol for the identity of all members in EPF. The new logo that was presented
at the General Assembly 2009 reflects energy (the arrow) and power (bar and
plates).
4.
Working out a new
web page.
This has been a detailed work for one year by the company Costra in Germany and
the EC officials and hopefully all members are pleased by the good outcome.
5.
Sport development
fund and subsidized medals.
To increase the standard of IPF recognized equipment in the warming up room and
at the platform on European championships, EPF and the manufacturers of
equipment offer the organizers bars, plates and racks to about 70% reduced
price.
Also all big medals (for the total) are subsidized with 50% by EPF provided the
medals are purchased through EPF. This is to secure medals of high standard at
all Europeans.
6.
Media.
The EC see a strong
need of establishing better routines and bringing in more people to carry out
Media work in connection with European champions. This work has started.
7.
Basic training of
powerlifting.
It will be a good service to our member nations to present some basic training
principles for powerlifting. A project to work out such training guidelines,
videos etc. to be posted at the EPF web is going on.
A Coach Corner will be established at the EPF web bringing information and
news about training.
8.
Internet
streaming from European championships.
The EC is working with guidelines and requirements to organizers for making
internet streaming from all our European championships. EPF will support the
organizers economically for such service.

I want to
thank all EPF officials for your good work.
By reading your own reports in this agenda it is clear that the EPF work takes a
lot of your time but this is a work you all do by great go ahead spirit and
based on your interest to bring powerlifting forward.
No federation or company is better than the people doing the work and I am proud
to state that EPF has dedicated and hard working officials that cooperate
perfect in the leading team and also with our members.

I have the great pleasure to inform the EPF congress that for the year 2009 (31.12.09) our two accounts show a very good increase.
In the last five years you can find the following financial evolution in our EPF accounts stands:

EPF can now introduced new concepts and new visions and can become more professional with this strong financial and economic position.
In 2008 we have introduced a new category Marketing Strategy and the EPF was the only region which has supported IPF in 2008 with 2500 Euro. In 2009 the category Marketing Strategy with the new EPF logo and the new EPF website shows an investment over 8000 Euro.
For 2009 the EPF had proposed a provisional misbalanced budget for 2009 with a minus of 15.000 Euro, we can now present a balanced one.

We have checked all incomes and expenses which are in the balance sheet presented by the treasurer and compared the balance with final balance at the bank.
Based on the comparison of the bank statement and balance sheet presented by Alain Hammang we have to confirm that the incomes and expenses in the balance sheet correspond with the bank statement of period from 1 January to 31 December, 2009 with balance 84 144,37 EUR. All expenses and incomes recorded in the EPF bookkeeping are in full compliance with the EPF Constitution and By Law .

6) Vice President Report.
Dear member of the General Assembly and member federations
It gives me great pleasure to announce another highly successful year for the European Powerlifting Federation it is now without doubt becomes a very professional federation.
Media
I am asked to take on the responsibility to inform the media about all European championships, to accomplish this task I will need the co-operation of all promoters of European championship, and by working together we can raise the profile of Powerlifting with the general public and the media.
Website
We now have a website everyone in the federation can be proud of, many thanks to Patrick Ries and his team for their kind help and support in meeting the criteria set by the EC board.
Strategy Pan
As part of the EPF strategy plan it is proposed to establish a video for Powerlifting to show basic lifting techniques and training for young lifters, plan also to introduce a coach corner at the website where lifter can get training tips. EPF to stimulate organizers of Open and Junior European to arrange internet streaming, a very exciting time ahead for the EPF.

Dear congress delegates, member federations, ladies and gentlemen
Firstly, I will take the opportunity to thank all lifters, national federations, EC-, and Committee members for a good cooperation during the last year.
The EPF is still growing and powerlifting is very well established in Europe. National federations, board-, and committee members on international and national level illustrate valuable daily work on a very good acceptable stage. Since the EPF has been reorganised in 2004, we have established a very good professionalism over the last years related to the organization of championships, good educated referees and lifters with high performances on national and international championships. Therefore I will encourage our member nations, officials, lifters and volunteers to be proud of our achievements in the past.
The daily work among EC, - and committee member is based on an excellent cooperation and their workloads are handled with great enthusiasm. This excellent cooperation and good ambience inspire the EC and Committee Members to continue to develop the EPF in a good manner.
Here a special thanks to our president Arnulf Wahlstrψm and Championship Secretary Jiri Hofirek as both are working indefatigable for the EPF.
Surely, the major highlight in the year 2009 was the World Games held in Kaohsiung Taiwan. The national powerlifting federation from Taiwan prepared the venue in a perfect manner and a lot of Taiwanese spectators followed enthusiastic the competition every day.
From Europe totally 29 (14 female/15 male) lifters participated very successful at the World Games. This Powerlifting Event was a great experience for all lifters, coaches, referees and officials. The only set back was the quality of the competition hotel. But I am sure that the responsible persons in the IPF will take action that such an awkward situation will certainly not occur again.
At the Worlds 2008 in Canada, EPF and the German agency (Costra) started to negotiate concerning a new and more functional home page for the EPF. After a long creation and cooperation process (including a work shop) with the Agency and the EPF board, the new home page has been installed in December 2009. For the moment the EPF are in negotiations with this company again to find a solution about a program to provide a directly result service from imported championships and additionally the EPF is willing to support organizers financial in the future if they can provide professional internet streaming from European events.
Concerning doping abuses in the EPF 2009.
With satisfaction, I can state a lesser number of positive youth/junior/senior/masters lifters at European and World Championships, WEC and Cups in 2009. Unfortunately, not all affiliated member nations are directly connected to the national Anti Doping Agency in their countries. Again, I would like to point out that these affiliated member nations should provide an Anti Doping program and support their lifters by analysing the substances of their medications regarding the WADA list of prohibited substances to avoid unpleasant situations.

Another year has passed and I am pleased to report the following:
in Potchefstroom at the Worlds Open Championships, we will discuss, debate and vote on many items, hopefully in a good way, to make the rules more easier and certainly in the interest of the lifters.
Thanks to Referee Registrar Goran Gunnarsson for his good work keeping tract of numbers and the administration of our International Examinations world wide. Goran resign from the position as IPF Referee Registrar and will be replace now by Patrik Thur. Once again thanks to Goran for his good job in the past.
Referees, if you have the opportunity to be at time at the championships, take part at the referee clinic. During each referee clinic, theres always something to learn.

- Law & Legislation Committee report.
The
L&L Committee has given support to the Executive and to the GA in order to up
date the Constitution and the By Law of EPF.
This was done after the GA of IPF in India.
In 2009 the main jobs were:
- to give support to some new affiliated Federation in order to have a valid Constitution and By Law (as stated in our rules). This was done also, under the umbrella of the Law and Legislation Committee of IPF.
- to put forward to the GA the proposal and the proper wording, in cooperation with the other EC members, about new rules for the participation of lifters in a competition outside her/his country.
- To support the Executive to make proposals to the GA as shown in these Agenda for the 2010.
This job was a great experience in which the deep cooperation between all the members of the EC, had a very important role.
The Law and Legislation Committee wishes to all delegates a successful GeneralAssembly and also wishes all the best to the Organizers of these Mens and Womens European. To the coaches and lifters, have a successful competition.

Dear members of the EPF Congress,
I would like to thank to all lifters and officials for their fair and sport behavior during the year 2009 so the DC was without the standard work. In 2009 as well as in previous years the activity of DC was directed onto reminding and taking collective decisions regarding the problems of EPF within EPF executive committee. Members of DC took active part in managing of doping controls at competitions according to valid rules. In spite of the doping control policy is under the IPF control, the DC of EPF had to make one statement in 2009. I have to point out that the problems regarding to doping control made in our member federations are not cases for the EPF DC and must be solved by the executives of national federations .
I would like to thank to all members of EPF executive and to representatives of our member nations for a very good cooperation and support during the year 2009.

Dear Delegates and Member Federations,
In this first year of my activity the Womens Committee, as announced in the last congress, produced a statistics regarding the participation of women lifters in Powerlifting and Bench Press Competition during the period 2000 2009.
You can see this document opening the new EPF website in the corner properly created for Womens Powerlifting.
This represent a first step; as future target of Womens Committee will be to develop this corner by a short presentation of womens Powerlifting situation in each Member Federation. In order to realize this project I ask for the co-operation of all Member Federation.

- EPF Championship Secretary Report.
Dear Sport colleagues,
There are several matters which do problems with my Championships Secretary duty:
1. Nomination deadlines to European championships.
As in the past years I still receive too late nominations from some federations often as much as 7 or 10 days later. Keep on your mind that late nominations will not be accepted.
Everybody must know that nominations for Championships can only be put forward by federations and not by individual lifters. Individual nominations will not be accepted.
Regarding the
final nomination, which is 21 days prior to a championship, no new lifters
outside the preliminary list can be nominated. As well, no reserve lifters can
be nominated on final nomination.
2. Filling of the preliminary nomination forms.
The filling of the preliminary nomination forms was better this year compared to the past years.
Nevertheless, I often receive nomination without state for which categories will be their referees available, in other cases arent stated best results of several lifts or there arent written total results of lifters. All this data must be stated in the preliminary nomination not only in final nomination.
Please,
federations, comply with the nomination deadlines specified at the invitations
for European championships to save both yourselves and me for additional work. I
ask all Presidents of Federations to explain to your officials that they must
fill out the nomination forms rigorously and completely. My duty as the
Championship Secretary have no other mandate than to strictly follow the EPF
Bylaws which specify the 60 days and 21 days nomination deadlines and with
completely filling nomination forms.
3. I would
like to advise about the responsibilities of lifters, coaches and officials from
all Federations during the competition:
a) Victory Ceremony
At the Victory ceremony the lifters represent their countries but also they
represent the sport of powerlifting. A proper dressing of each lifter is
required to give this ceremony decorum and to show that each medal winner is
proud to enter the podium. Unfortunately, sometimes came some lifters on
the podium with heavy mountain boots or with blue jeans or with leather jacket
and other no sport clothes. It is no more possible in Europe Championships. Only
sport wear is allowed for entry to the podium. The Victory Ceremony is under the
control of the Technical Controller (TC). Each winner, overall and single lift,
will stay near the TC, waiting for the Victory Ceremony. The TC will check the
correct dress of lifters and if they are not in the correct dress, they will be
invited to be so. After, when a soft music will play, the TC will conduct the
winners beyond the podium.
b) Warm up area
I ask you to help the organizer and the EPF delegates to keep the discipline in
the Warm up area. You all know, that in warm up room cant seat down some
friends, parents, brothers and sisters of the lifters. Only specific number of
coaches can be in the warm up area. Nevertheless, at most of championships there
are much more Coaches than lifters. Organizer and EPF delegates have the right
to dismiss unauthorized persons from the warm up area. I ask you please to
respect this.
4. But there were some better work of federation in the last year. Very good co-operation was in the sphere of exchanging medals from positive lifters to lifters who had won places behind the positive lifters. All federations which I had asked about the medals cooperated very well with me and that was why I could hand over all medals to lifters who had right for them. There were no problems in this matter. I would like to express my thanks to these Federations.

organised in that country provided that he
presents written evidence of permission of his national federation to
take part in such competition. These to be

105.10.5 - 105.10.7 to By-Laws.
105.10 Competitions
105.10.6 Such participation at any championship or Cup under the supervision of the EPF will be as a guest lifter, outside of a particular competition for the placements in that championship or Cup.
Participation and anti-doping fees, as specified in Article
103.2, must be paid for the guest lifters as well.

the bank account of EPF within the day of the Technical meeting for that
championship a penalty fee of 500 Euro will be charged.

EPF Treasurer latest 14 days prior to the day
of the Technical meeting for that championship. If any withdrawals in the
nomination list are done within 7 days prior to the technical meeting, the EPF
will repay any excess payments to the federations.

participants and officials nominated European championship to stay in the
official competition hotel(s) for that championships.
Amendment from the Polish PF:
It is
obligatory for all competitors who participate in European championships to stay
in the official competition hotel(s) advised in the invitation for the
particular championship. If a competitor is not staying in the official
competition hotel he/she is not allowed to compete in this European
Championship.
Remarks: This proposal was discussed in detail and
several amendments put forward. The final proposal (from Poland), as written
above, achieved the majority of votes.
The proposal shall also be forwarded to the IPF General Assembly.

Each national federation must specify at the nomination list which weight
categories the referees are available for refereeing. After the final nomination
date, the EPF Technical Committee Chairman issues a referee list for the whole
championships. Any changes of a referees duty may be reported to the Technical
Committee Chairman latest 7 days prior to the championship. After that date the
referees can not expect to officiate in other duties than specified.

Dietmar Wolf,
Norway was awarded Hall of Fame as official.
He has served as EPF Secretary General since 2005 and contributed strongly to
the development and running of EPF. Wolf is also an international coach with
